For the sour soup, heat the sour milk, water, caraway seeds, nutmeg and salt together in a pot. Whisk 3 tablespoons of flour with a little milk and whisk it in to make it thick.

Leave the soup on the stove top, but do not boil. Before serving, add sour cream to the soup and season with pepper.

Serve the sour soup sprinkled with chives.
