Bell pepper rinse, clean and cut into strips.
Peel onion, halve and cut into thin slices, chives finely.
Cut the meat diagonally to the grain into narrow slices, then into strips.
For the marinade, mix vinegar with water and season with salt and pepper.
Slowly add oil while stirring vigorously throughout (whisk).
Gently mix the beef, peppers and onion with the marinade and leave to marinate for about a quarter of an hour.
