For the dough, put the flour, salt and baking powder in a suitable bowl. Add the butter in flakes. Grate between fingers until crumbly. Add vinegar and water. Quickly prepare into a dough. Let rest for at least half an hour.
For the topping, chop onions and garlic. Saute in butter until soft. Chop chives into small pieces. Beat eggs and season. Mix the chives, onions, cheese, milk and whipped cream into the eggs.
Preheat the stove and roll out the dough. Prick the bottom with a fork. Spread onion-cheese mixture evenly on top. Bake for about 30-35 minutes.
